Foster dog keeps eating clothes… why?

I've had a foster dog for about a month now, and she keeps eating clothes. Now, my other dog eats socks and underwear, which I think is pretty normal, but of course, I now keep those off the floor. This foster dog, though, will eat tank tops, bra straps... anything made of fabric, she'll eat it. And I'm not talking about just chewing, I'm talking about eating it whole. So now I have to keep ALL clothing off the floor. I'm not asking how to keep her from chewing up the clothes; I just want to know why she does it. What would possess a dog to eat a bra strap? I feed her plenty and provide plenty of chew toys. Could this mean she has some sort of nutritional deficiency?
